Help Shape the Future of Building in Texas

Metro Code's leadership has been meeting with Texas legislators, state officials, and the Texas Association of Builders to help shape policy ahead of the 2027 Texas Legislative Session. Our goal is to make qualified third-party plan review and inspection services a recognized option for property owners, builders, and contractors across the state, giving you more control over scheduling, communication, and project support when you need it most.

Metro Code already provides this level of service today as one of the City of Fort Worth's private plan review and inspection partners. We offer same-day inspections, on-site walkthroughs with highly qualified inspectors, and direct communication throughout the building process. Legislation like this would allow more builders across Texas to access that same level of expertise and customer service.

Depending on the project, third-party services can offer:

• Inspections scheduled for a specific time, including same-day inspections and re-inspections

• On-site collaboration with the inspector to walk the project and address corrections in the field

• Coverage during critical construction days that require multiple inspections

• Early notice of code or ordinance changes before plans are submitted

• Clearer, more consistent communication among the builder, contractor, design professional, inspector, and municipality

• Inspections performed by highly qualified Building Officials and Master Code Professionals

This isn't about replacing municipal building departments. It's about giving builders a qualified alternative when a city can't meet a project's timeline. More choice means stronger communication, better service, and more efficient development across Texas.

Contact your Texas House representative and state senator (find them at https://wrm.capitol.texas.gov/) and let them know you support legislation expanding access to qualified third-party plan review and inspection services. A short message is enough:

"I support giving Texas property owners, builders, and contractors the option to use qualified third-party professionals for plan reviews and inspections. This choice can improve transparency, reduce construction delays, and support safe and efficient development."
